These Terms of Use apply when you access or use the websites (“Sites”) of Global Science & Technology LLC (“GST”) and its family of companies (collectively, “GST Companies”).

Please read these Terms of Use carefully before using this site. Use of this site signifies your agreement to these Terms of Use. If you do not agree to the following terms, including the “User Conduct” requirements, you may not use this site. Please also review our Privacy Notice for details on our data practices.

1. User Conduct

You agree to comply with all Terms of Use and that you will not use GST or GST Company names, URLs, trademarks, server or other materials to transmit, or otherwise in connection with, any spam or other unsolicited communications.

In addition, you may not transmit to GST or GST Company any communications, text, graphics or other information that (a) is proprietary or confidential; (b) infringes on the copyright, patent, trademark, trade secret, right of publicity, or other intellectual property or proprietary right of any third party; (c) contains any viruses, other disabling devices or other harmful component intended to, or that may, damage, detrimentally interfere with, surreptitiously intercept, or expropriate any system, data or personal information; (d) is obscene, fraudulent, indecent, or that defames, abuses, harasses or threatens others; (e) advocates or encourages any illegal activity; (f) violates the privacy of individuals, including, but not limited to, other users of the Sites; or otherwise (g) violates any applicable local, state, national or international law.

2. Intellectual Property

All text and other materials found on the Sites are the property of GST, GST Companies or other parties that have licensed material to GST. All such text and other materials on the Sites are protected by copyrights and other proprietary intellectual property rights that are owned or controlled by GST, GST Companies or by other parties that have licensed their rights to GST. Unless otherwise expressly authorized, you may not modify or make any commercial use of any material on the Sites. You may make copies of the materials on the Sites for own personal, non-commercial use so long as you keep intact any copyright and other proprietary notices on the materials.

“GST” and “GST Government Technical Services Corporation” are the trademarks of GST. All other trademarks, service marks and logos used on the Sites, with or without attribution, are the trademarks, service marks or logos of their respective owners (including GST Companies). You may not use the materials on the Sites in any way that suggests that you are associated with GST, a GST Company or its licensors.

Any information sent to GST or GST Company shall be deemed not to be confidential. By sending any information or material to GST or a GST Company, you confirm that you are the rightful owner or that you otherwise have the right to send such information or material. You also grant to GST and GST Companies an unrestricted license to use, reproduce, disclose, modify, transmit and distribute such information or materials.

3. No Warranties

THE SITES AND ANY CONTENT OR INFORMATION CONTAINED WITHIN THESE SITES ARE FOR GENERAL INFORMATION ONLY AND ARE PROVIDED “AS IS” WITH NO REPRESENTATIONS OR WARRANTIES OF ANY KIND. GST and GST Companies make no warranties, representations or claims with respect to any of the information on the Sites. We try to maintain current information, but do not guarantee the currency, accuracy or completeness of the information. Nor do GST and GST Companies warrant that the functions on the Sites will be uninterrupted or error-free. GST and GST Companies deny responsibility or liability for damages that may result from your access to or use of information on the Sites.

4. Linking to Other sites

Some links within the Sites may lead you to other third-party websites. Those other websites are provided for your convenience. Our links to those websites are not an endorsement of them or approval of any content on those websites. GST and GST Companies do not have control over those websites and are not responsible for their content; we do not verify or warrant the information on such third-party websites. If you go to such other website, you agree to assume any and all risk of doing so and that you will be subject to the terms, including privacy policies, of the third-party website.

5. Limitation of Liability

In no event shall GST or GST Company, including respective officers, directors, agents, employees and other partners, be liable for any indirect, incidental, consequential, special, exemplary, punitive, or other damages arising out of or relating in any way to your use or access to the Sites, the services available on the Sites or information contained within the Sites, even if it has been advised of the possibility of such damages. GST and GST Companies’ entire liability under these Terms of Use shall be limited to the amount paid to GST or GST Company for use of the Sites, if any. Otherwise, your sole remedy for dissatisfaction with the Sites and/or related services is to stop using the Sites.

6. Modifications

GST and GST Companies reserve the right to change or modify the Terms of Use at any time, which shall be made available in writing, as posted on the Sites. Any change or modification will be effectively immediately upon posting on the Sites, and your continued use of the Sites shall mean that you have agree to accept any such changes or modifications.

Albert has nearly 30 years of accounting and finance experience, most of which is in the government contracting services space. Prior to joining GTSC, he held senior financial positions at GDIT, FC Business Systems, BMT, etc., where he increased both project margins and accelerated project delivery through improved financial planning, cost and schedule control, earned value management, and by integrating disparate divisional policies, procedures and management tools.

Albert has a Master’s Degree in Business Administration from Averett University and earned a Bachelor of Science from Longwood University and a Certificate in Strategic Financial Leadership from Dartmouth College.

Farzana Kamili

North Carolina State University

Kamili is a seasoned contracts and procurement executive with over 25 years of experience supporting government, defense, technology, construction, and healthcare sectors. She currently serves as corporate director of contracts and procurement at GTSC, overseeing the full lifecycle of contract and procurement operations, from proposal development through closeout.

Her expertise spans strategic sourcing, compliance, risk mitigation, and vendor management, with a proven track record of leading initiatives that drive cost savings and operational efficiency. Kamili holds a bachelor’s degree in Natural Resources Policy and Administration from North Carolina State University and certifications in federal contracts and subcontracts management from George Washington University. She is a passionate advocate for process improvement and internal controls.

Pamela Egan

Pamela is a seasoned executive leader with over 15 years of experience in both strategic business management and contract operations. Her knowledge and experience in leadership, staffing, program and quality management allow her to focus on developing and implementing optimized business processes across the GTSC family of companies to ensure efficiency and effectiveness without sacrificing quality. Her career foundation was built upon becoming a respected expert on military quality-of-life programs and resources with 13 years of experience at installation, headquarters and DoD levels. Pamela resides with her husband in North Dakota and collectively they have six children and six grandchildren.

Samir Chettri, Ph.D.

Dr. Chettri is the Vice President, Operations at Global Science & Technology, Inc. (GST) and serves as the Senior Program Manager (since 2011), on GST’s SciTech II contract where he manages multiple work activities (WAs), e.g., the NOAA/STAR Ocean Science Technology and Applications (OSTA) program under the Satellite Oceanography and Climatology Division. On OSTA, the activities range from Sea Surface Temperature algorithm development, Coral Reef Watch, Ocean Color, Ocean Surface Vector Winds, and Sea Surface Altimetry. He is charged with task order processing, hiring, technical discussions with technical leads and responsible for and managing all accounting and reporting.

Dr. Chettri has substantial senior program management experience on-site at NASA’s Goddard Space Flight Center and at the NOAA Center for Satellite Applications and Research. His technical specialties are image processing for remote sensing and cloud computing applications to near real-time satellite data processing, Bayesian statistical methods, neural networks, pattern recognition, networking, and parallel processing.

Computer skills and expertise includes UNIX, Java, C, R, FORTRAN, Pascal, Perl, Python, Matlab, SciLab, KHOROS (object-oriented image processing package), PVM (Parallel Virtual Machine), PIOUS (Parallel I/O System), MySQL and Oracle.

Dr. Chettri received his Ph.D. in Applied Science from the University of Delaware in 1989. His earlier educational credentials include a Master of Engineering in Mechanical Engineering from University of Delaware (1985) and Bachelor of Engineering in Mechanical Engineering from University of Bombay, Bombay, India (1982).

Mary Provus

Strayer University

Mary is a seasoned human resources leader with extensive experience as a strategic business partner to leadership teams in organizations of varying sizes and industries. Throughout her career, Mary has managed all aspects of human capital management and built highly effective HR teams to support corporate growth by linking HR strategy to business objectives. She has managed HR functions in government contracting, nonprofit and public sector environments. At The Bowen Group, Mary is responsible for setting the strategic direction for human capital management and building HR systems that support organizational performance and growth. Mary also leads a team of talented HR professionals who are dedicated to building a culture and environment where our employees feel valued and can thrive in their careers.

Mary holds a SPHR and a SHRM-SCP certification. Mary has two adult children and resides in Northern Virginia. She enjoys biking, horses and being at the beach or anywhere in nature as much as possible.

Don Shoff

The Pennsylvania State University

Don has more than 40 years of extensive experience in accounting and finance for both private and publicly traded companies. After graduating from college and moving to the Washington, D.C. area, Don’s career turned to government contracting, and he has been heavily involved in this industry ever since.

Don has led professional managers and staff in all areas of the “back office,” covering a wide range of day-to-day activities, as well as leading strategic initiatives, including mergers and acquisitions; treasury and banking; credit facilities and relationships; and private equity and public offerings.

Don lives in Virginia with his wife, Judi, who has two adult children and two grandchildren. He enjoys reading and attempting to play golf.

Robert Lech

California Polytechnic State University

Robert has been in the GovCon market for almost 25 years with experience spanning the entire business. He has significant executive experience with large-scale P&L and a proven track record in management and leadership resulting in significant growth impact. In his last role, he was responsible for a $240 million P&L and growth strategy providing professional services to all of DoD, including logistics, digital IT, advanced analytics and management advisory support services.

Robert is a graduate of Cal Poly in Computer Information Systems. The bulk of his career has been focused on large transformational solutions. Robert is married with three children and enjoys fishing and golf.

Raymond Roberts

Raymond has been a founder and operator of IT product development and professional services firms since the 1980s. While his initial focus was on providing financial and telecom solutions, Raymond turned his attention to government markets in the mid ’90s. An unrelenting innovator, he’s been a leader in bringing novel products to the market in health care IT and more recently in blockchain.

A graduate of University of Waterloo and Harvard Business School, Raymond has an extensive background in mathematics, computer science and business. Raymond lives in Loudoun County with his wife and two young children. He enjoys reading, skiing and motorbikes.
